Description Preview

A Server-Side Request Forgery (SSRF) vulnerability has been identified in ArcGIS Server Manager version 10.8.1 and below. This vulnerability allows remote, unauthenticated attackers to forge GET requests to arbitrary URLs from the affected system. By exploiting this vulnerability, attackers can potentially perform network enumeration of internal systems or use the server as a proxy to facilitate other attacks. This vulnerability is classified as CWE-918 (Server-Side Request Forgery).

Overview

The vulnerability exists in ArcGIS Server Manager version 10.8.1 and earlier versions. SSRF vulnerabilities occur when an application processes user-supplied URLs without proper validation, allowing attackers to make the server perform requests to arbitrary destinations. In this case, the vulnerability allows an unauthenticated attacker to send forged GET requests to arbitrary URLs using the ArcGIS Server as the request origin. This could enable attackers to:

  • Scan and enumerate internal networks not directly accessible from the internet
  • Access internal services and resources
  • Bypass network security controls
  • Potentially access sensitive information
  • Use the server as a proxy for further attacks

Remediation

To address this vulnerability, organizations should:

  1. Update ArcGIS Server to the latest version that contains the security patch as referenced in the Esri security advisory.
  2. Apply the ArcGIS Server Security 2021 Update 1 Patch as recommended by Esri.
  3. Implement network segmentation to limit the server's ability to connect to internal resources.
  4. Configure firewall rules to restrict outbound connections from the ArcGIS Server.
  5. Monitor logs for suspicious activity that might indicate exploitation attempts.
  6. Consider implementing a web application firewall (WAF) to help detect and block SSRF attempts.
